  புதிய தேசியக் கல்வியில் மும்மொழிக் கொள்கை புதிய தேசியக் கல்வியில்,  அரசுப் பள்ளியில் படிக்கும் மாணவர்கள்,  தாய் மொழி மற்றும் ஆங்கிலத்துடன், ஆறாம் வகுப்பு முதல்  தங்களுக்கு விருப்பமான ஒரு இந்திய மொழியையும் கற்க வேண்டும் என்பது விவாதப் பொருளாக மாறி இருக்கிறது.  எனது எண்ணங்கள்: 1. இந்தியாவின் அனைத்து மாநிலத்தவரும் மற்ற மாநிலங்களிலும் வசிக்கிறார்கள். எல்லா மாநிலங்களும் தங்கள் மாநில மொழியை அரசுப் பள்ளிகளில் கட்டாயமாக்கி இருக்கின்றன. CBSE பள்ளிகளில் முதல் மொழி ஆங்கிலம் ஆகவும் இரண்டாம் மொழி தமிழ் தவிர French German Hindi Sanskrit என பல மொழிகளில் கற்க வாய்ப்பு தரப்படுகிறது. இதனால் வேறு மாநிலங்களில் வசிப்பவர்கள், தங்கள் தாய்மொழியை கற்க முடியாத சூழ்நிலை தான் இப்போது நிலவுகிறது. மும்மொழிக் கொள்கை வருமானால் இங்கு வசிக்கும் வேறு மாநிலத்தவர்களும் மற்ற மாநிலங்களில் வசிக்கும் நம் தமிழினத்தவரும், தங்கள் தாய் மொழியை, ஆங்கிலத்துடனும் அந்தந்த மாநில மொழியுடனும் சேர்ந்து கற்க வாய்ப்பு கிடைக்கும்.  2. எல்லா மாநிலத்தவர்களும் அவரவர் மாநிலங்களிலேயே வசித்துவிடும் வாய்ப்பு கிடைப்பதி...

Yet another co-operative bank fails

  RBI should permit NICB customers to withdraw partially Reserve Bank of India (RBI) superseded the board of directors of New India Co-operative Bank Ltd., Mumbai (NICB) for a period of twelve months, under powers conferred to it as per section 35A of the Banking Regulation Act . An administrator is appointed and NICB is prevented from disbursing or agreeing to disburse any payment, whether in discharge of its liability or otherwise. The regulator also clearly specified NICB to not to allow withdrawal of any amount from savings, current or any type of deposit, except set off of loans against deposits. In a welcome move, RBI also advised that eligible depositors, insured under DICGC scheme up to Rs.5 lacs of their total deposits in the bank, can place their willingness declaration with DICGC and approach bank officials for completing the formalities.   Banking System – Current Challenges and way Forward Today, I had the privilege to address a group of employees of Bank of India in Chennai on the above topic. This was part of the workshop organised by Bank of India Staff Union for its active representatives, working in the bank branches across India. I am sharing some of the thoughts, that emerged in the meeting. 1. Challenges in a falling interest rate scenario, which is likely to continue. a. Sourcing Retail Deposits:  CASA accretion will be the most pressing one. Developing and enhancing the relationship with the existing customers may be a worthwhile strategy, while bringing in new customers. Pricing fixed deposits rates appropriately to ensure a balance between continuous inflow of deposits and minimum impact on NIM. b. Repo rate: cut or continued pause?

  Repo Rate: A toss between growth compulsions and ground realities The  Monetary Policy Committee (MPC) of Reserve Bank of India (RBI) will be meeting in Mumbai tomorrow (05.02.25), to review the policy (repo) rate and the monetary policy stance for the next two months. This will be the first meeting of the MPC, since Shri Sanjay Malhotra (IAS Officer:1990 Batch) took over as the new Governor of RBI on 11th December 2024. Expectations for a repo rate reduction are high, this time, because  FED Reserve reduced the rate by a full percentage point since September 2024 GDP growth at 5.4%  in Q2FY24 was a dampener. The new governor of RBI, having served as Secretary (Revenue) in the Finance Ministry, just prior to this appointment, and also as Secretary in DFS earlier, is aware of the compulsions of the government to improve the GDP growth numbers.   சத்யபாமாவும் கிருஷ்ணனும் (புராணக் கதை அல்ல) எனது மைத்துனி சத்யபாமா (பாமா) பெருமாள் திருவடி நிழலில் இணைந்து, மூன்று வாரங்கள் ஆகிவிட்டன. நாராயணனைச் சேரும் 12ஆம் நாள் நிகழ்ச்சியும், சுபஸ்வீகாரமும், ஒரு வாரம் முன்பு நிறைவு பெற்றன. ஆனால், மனம் இன்னமும் ஒரு நிலைக்கு வரவில்லை. ஓய்வு பெற்ற பின் உணர்ச்சிவசப்படாமல், யதார்த்த நிலையில் வாழ விரும்பியும், எதிர்பார்ப்பு ஏமாற்றங்களை தவிர்க்க வேண்டியும், என்னைச் சுற்றி ஒரு சிறிய வட்டம் போட்டு, மற்றவர்களிடம் இருந்து ஒரு சிறிய மனஇடைவெளியுடன் பழகும் எனக்கே இப்படி என்றால், கோமளா, உஷா (சகோதரிகள்), குமார் (இளைய சகோதரன்) நிலையை யோசித்துப் பார்க்கிறேன். என் மனைவி உஷா, தன் 'ப்ரிய சகி'  யையும் கோமளா, குமார் தங்கள் தாயின் பாதுகாக்கும் சிறகினையும் இழந்திருக்கிறார்கள்.   பாமாவும் உஷாவும் உடன் பிறந்த சகோதரிகள் என்பதை விட இணை பிரியா தோழிகள் என்று தான் கூற வேண்டும். உஷா உலகின் எந்த மூலையில் இருந்தாலும், பாமாவுடன் எப்படியாவது எல்லா நாட்களிலும் 15 நிமிடமாவது பேசியிருப்பாள். இருவரும் பேசாத subject ஒன்று உலகில் இருக்காது. அரசியல், சமையல், உறவினர், நண்பர்கள...

Time for RBI to review its gold loan lending guidelines

Time to review gold loan lending practices (This blog is released after the e dited version of this article was published in business line on 09.12.2024) The Reserve Bank of India (RBI), recently, advised regulated entities (REs) in the financial sector to comprehensively review their policies, processes and practices on gold loans in the light of certain irregular practices observed during its onsite examination of select REs. It may be recalled that in Mar 24, the regulator imposed restrictions on a NBFC under Section 45L(1b) of RBI Act, 1934 for certain material deficiencies observed in the latter's gold loan portfolio. While certain deficiencies like (i) variance in application of risk weights, when the gold loan becomes NPA (ii) non-categorization of gold loans as NPA in the system, etc. can be streamlined by enhancements in the system and effective audit trails, the other irregularities pointed out by the regulator are serious in nature.  Fine-tuning outsourc...

Will MPC be able to decide on its own?

  Whether the pause in  repo rate will continue? The Monetary Policy Committee (MPC) of Reserve Bank of India (RBI) is meeting in Mumbai tomorrow, to review the policy (repo) rate and the monetary policy stance for the next two months.  Notable developments, since the last meeting in Oct 24 include, (i) CPI inflation rate at 5.49% in Sep 24  and 6.21% in Oct 24 was m uch higher than the target rate of 4% fixed for monitoring inflation. (ii) GDP growth at 5.4%  in Q2FY24 was a dampener. As the inflation rate is much in excess of the target rate and is also above the tolerance level (of +/-2%) for the month of Oct 24, one expects no change in the existing repo rate and monetary stance. (I factored in the consistent statements of the RBI Governor that bringing down the inflation level below the target rate is the top priority).
